Can "Cloudflare for SaaS" be used by hosting providers?
If someone is providing hosting services can they use Cloudflare for SaaS to proxy the traffic for their customers? Is this against the tems?
Also, if you have a lot of tenants, will the price per tenant increase of decrease?

You can find the SSL for SaaS terms here: https://www.cloudflare.com/service-specific-terms-application-services/#ssl-for-saas-terms
I don't see anything that would forbid it, and I know some partners like Kinsta (although they're Enterprise and have a custom agreement) use it exactly like that.
I would be careful of the CDN terms that would still apply to you though, specifically the large files/videos
Cloudflare’s content delivery network (the “CDN”) Service can be used to cache and serve web pages and websites. Unless you are an Enterprise customer, Cloudflare offers specific Paid Services (e.g., the Developer Platform, Images, and Stream) that you must use in order to serve video and other large files via the CDN. Cloudflare reserves the right to disable or limit your access to or use of the CDN, or to limit your End Users’ access to certain of your resources through the CDN, if you use or are suspected of using the CDN without such Paid Services to serve video or a disproportionate percentage of pictures, audio files, or other large files. We will use reasonable efforts to provide you with notice of such action.
Also, if you have a lot of tenants, will the price per tenant increase of decrease?Pay as you go pricing is static, if you get up enough in scale you could upgrade to Enterprise in which case all prices are negotiated/custom. Min Spend is a few thousand/month though.
