CAN'T UPDATE GAME, CAN'T REINSTALL GAME

im forever stuck on loading icon after clicking update from riot client, this has never happened before with any previous update. I've tried restarting riot client and opening with administrator, I've tried different wifi networks, and restarting pc. When I try to reinstall the game, it wont even let me uninstall because it says I still have it open even tho I closed everything via task manager. I even uninstalled vanguard and restarted and it still says I have it open when trying to uninstall. Never experienced this issue until today, but a week ago I tried uninstalling val and it showed the same thing but I just forgot abt it.
