Ti fail to see the relation between nuget package which are meant to be installed via .... nuget as per name which is XPLAT and unrelated to the OS as it's a simple downloaded dependency
Tand MSI installer which are their own companies windows only specific installer at os level
Tyou'll need to fully explain the entire problem you're actually having and to solve what goal
