Could not create an account

Trying to login to the game on my son's account. Linked his Xbox account to a Riot games account and setup a Riot ID and everything online. Try to launch the game on the Xbox and get "Could not create an account". I've tried lifting all restrictions on his Xbox account and the issue persists. Has anyone experienced this and resolved it?
