using family of straight lines
L1+kL2=0
we get (3+k)x-y(4-k)+6+2k=0
given that line is parallel to 2x-y+3=0 therefore req line must be of the form 2x-3y+C= 0 where c is a constant.
i compared the coeffs directly but couldnt get the answer, why?

not sure doing with family of lines would help you , you are adding more variables ?
Its a direct question fam of lines will make it even longer lol
also it just says its parrallel to y = 2x + 3
so it would be more of a form of : y = 2x + C
your "must be of the form " doesnt have the same slope ,

The ratio of coeffs will be equal and not the coefficients exactly , which is just equating the slope
