Billing problem

I have been getting the following error for 1 week when I want to upgrade my workers subscription.
You cannot add or modify subscriptions or services until all invoices are paid. Download each "Unpaid" invoice on your Billing page and click the "Pay online" link within each invoice to fix your account (Code: 1323)
There was an error enabling Workers
All my invoices have been paid. There is no invoice to pay. I created a support request but I have not received a response for 1 week. How can I solve the problem?

Unfortunately the community can't help you with your billing issue. The billing department is flooded with tickets which sadly causes the response times to not be very fast
I still haven't received any help regarding this issue. Is it normal for it to take this long?
Can you let me know the following:
- the date on which you created the ticket
- the date on which you last received a response, if any
- ticket id

They detected the problem but it is still not resolved. The problem has been going on for 2 months. Is it normal for the problem to last this long?
