Draw the circuit it will be a lot easier to solve Label the plates and connect then you can see which ones are in series and which parallel

It will be like this since plates 2 and 3 contribute to both capacitor's capacitance

And connecting wire b/w 2 and 4 because in the question 2 and 4 are shorted If there is any question like this with n plates you can make n-1 capacitors and then solve it will be easier

ok the eq capacitence is 2C / 3 but how can we be sure its the eq capacitence btw 1 and 3 only

you can assume the terminal left of as a as a point and in between the plates labeled 3 as another and check
