Getting Less fps from some days

Yo guys i use to stream from my laptop with no issue but from some days like.... Wheen i try to stary the stream my fps drastically falls (30-60fps) which is unplayable idk why, and also the GPU usage is always around 10% can anyone tell me if its normal
