why are you on paper 1.19
Issue is snowball lag machine btw

Use Pufferfish and setup Entity TTL
read the other stuff too btw
doing this stuff will also help
if youre really stuck on using 1.19 id upgrade to pufferfish 1.19.4 but realistically you should update to 1.21 paper
