acc to bents rule the lp will come on bond with more s character
and s character is more in equitorial bonds
so 3 B and 2 LP will come on equitorial
and 2 B on axial
then if you see geometry it becomes trigonal bipyramidal

Yea this is not in the scope of jee but you can see it as sp2 and pd
pd would prefer F
And sp2 the oxygen sigma bonds
