Vits not bannable, but riot bans you for lots of other reasons like having cheats for other games like roblox or cs or having emulators the guy probably had other stuff on his pc that got him banned
Dits a use at your own risk
Dtechnically its bannable because its a third party software but people are rarely banned for it
