When it's night some customers transform to a monster: Centaur, Wendigo, Werewolf, Vampire and Witch
The hunters will go to them and catch them, you can release or capture
If you capture a centaur you will have a "dangerous horse"
Wendigo: "dangerous deer"
Werewolf: "dangerous wolf"
Vampire: "dangerous bat"
Witch: "dangerous frog"

It’s a cool idea, maybe for a scenario but I don’t think it would be a DLC.
Personally, I think that in spirit the Twilight Pack was kinda Halloween-themed
