Yes, you are correct. The net force between the plates of an isolated capacitor is indeed zero because the forces on the two plates are equal in magnitude and opposite in direction, thus canceling each other out. When a dielectric is inserted, while the force per unit area (electrostatic pressure) between the plates changes, the net force on the system remains unchanged because the system remains in equilibrium.

there are actually 3 cases to this
1)dielectric is partiallty filled b/w them and is not touching the plates then it will remain const
2)dielectric is completely filled and its isolated then it would decrease proportional to 1/k
3)dielectric is comepletely filled and its maintained at a fixed pd then it will increase by factor of k
