How do I report a Player without having to play with that player in a match?

I cant make a ticket on riot support webpage since I haven't played a match with the player that I'm reporting.

If you haven't played with that person, then why would you need to report them

Becuase He confessed to be trolling during agent selet and his match history shows that he has been trolling hard before.
