my friend is helping me with the issue
if you are trying to make an account recovery ticket, you do in fact have to be logged out
if you are getting an error that you aren't logged out even though you are, it's probably an issue w/your browser cookies
try doing it in an incognito browser window

when i log out
it tell me to sign in
so look at what i said after that
