Potassium tertiary butoxide is a big base, it is therefore sterically crowded and would like to 'eat' the acidic H which is less Crowded, therefore taking the 1 degree H

I think you have messed up the order of the steps
First moist ag2o will react among itself to form ag(oh)
That Ag(oh) is a source of oh- ions and heat is given as it favours elimination, now the quaternary nitrogen salt is a sterically crowded leaving group, the oh- will do Hoffman elimination and remove it
There will be no reaction in D
