How to get shirts that fit around 28in waist at 130lbs 5'10?

I have a pretty athletic 5'10 130lb build. The problem is that every shirt that fits my shoulders, has literally multiple inches of loose fabric around my waist. Attached a pic to show how bad it is. I have a 28 inch waist. Even slim fit, if it fits around my shoulders, has a few loose inches at the waist.

best options imo are either - wear the shirt tucked in and embrace the loose fabric as an intentional spillover (best with a high rise pant) - crop the shirt short (good for t-shirts and button downs, less so for knits) - find a brand which sells shorter length shirts to wear untucked iirc ralph lauren sells shorter length polos relative to other brands; if you were looking for other types of clothes to buy that are shorter length it would help to know location/budget

Size down, tucked in, cropped, MTM, tailored. Outside of that it's just a lot of guess and check. Buy in-person more than online. If something fits well, like really well, take all sorts of measurements and then try to compare what you can online, or email in and ask for the measurements. You don't get to have any instant gratification, but you'll have a lot more success. fwiw, you may be athletic, but in fashion the term is usually used for a larger build, so avoid "athletic" cuts unless you're sizing down.

The problem is this is already an S Yeah I mostly said athletic because my chest and shoulder are proportionally bigger than my waist so just getting a normal shirt in a really small size wont work

I get it. I'm a little over 5'10" but have an M<-->XL issue (at least when I don't have a belly). And you can be athletic, I was trying to word carefully about fashion labels more than your body. It's rough out there. Tailoring dress shirts and button downs are a lot easier, but it is costly to do it at volume

Just a note… your weight is meaningless for the purposes of this question but your chest size/shoulder sizing are pretty useful if you know how to take that measurement I measure at a little above your height and a little under your weight but my advice wouldn’t help you because I have very slim shoulders and don’t encounter this problem in the same way

Same height, weight, and pant size. I feel the same way. I was buying slim tops in size M to fit my shoulders but keep a slimmer body, but I have found sizing down (as others have also recommended) in a regular fit helped me. Just be mindful that every brand defines “regular fit” differently and to check measurements. Asket was a lovely discovery for me earlier this year with their length options too. For example, I was wearing size M in other brands, and they were too wide. Asket’s S Long fits perfectly in the shoulders and chest with a taper towards to bottom.
