Illegal Character Kick

I'm using mycmd and when running the following:

rookie:
  command: /rookie
  type: RUN_COMMAND
  runcmd:
    - /lp user Elijahzeal parent add rookie server=survival
    - /broadcast &b&l%player% &aclaimed the exclusive &lFREE &b&lROOKIE &arank!
  permission_required: false

rookie:
  command: /rookie
  type: RUN_COMMAND

I get Illegal Characters kick message. What's gonna be preventing this from being run and what is generally the cause behind it?
