Chlorine oxides

In NCERT it is written that chlorine oxides are highly reactive oxidising agent and tend to explode .. And in Statement 1 of the attached question , it is "Chlorine can "easily" combine with oxygen to form oxides If something is unstable why will it be formed and that too easily as everywhere stability is the reason ...
