Panel.ZIndex not work when the canvas is used as a ItemsControl.ItemsPanel
As the title says, when i use a canvas as ItemsControl.ItemsPanel, the ZIndex seems like wont affect the rectangle's place, only the order of ItemsSource do it

the background img's Panel.ZIndex is 100 and others are 1
but the background is still the downmost
