I'm trying to port-forward my small local server

My internet set up is a bit wierd, I have to connect from my computer to my wifi dongle, to my router, to an external site, then to the outside for others to connect, I've figured out how to host the server properly before in the past as my friend have been able to connect to my server before but now that I have an ethernet cable the server becomes unreachable, I've reconnected the port-forwarding wires in my wifi dongles already to account for the new IP change but for some reason it just doesn't work unless I pull the ethernet cable, how can i check where in the steps that my setup is not working at?

also, localhosting/using my local IP to connect works but I don't know how to check other steps !solved
