I met a cheater in a ranked game 3 days ago and he still hasn't been banned. Why?

Our entire team reported him multiple times throughout the game, but no news abt him receiving a ban have been sent to either of us (I was playing with my friends). One of my friends recorded the whole game if somebody thinks I'm lying. The cheater was playing in a 5stack as well, I guess he was boosting accounts for his friends. A couple of days later I found his tiktok page, where he was livestreaming his games. My question is why do these people don't get banned for so long by Vanguard standards and why can't Riot do anything abt them?

Just because he reported them does not mean you're guaranteed to get a message saying that they were penalized Also most of the people that stream are using a multiple alt accounts / pc's. For most bans it takes less than 24 hours. And most of them are within one to three games
