Sorry for late reponse. Not sure whether tpm is compatible for an upgrade or not.
it worked before i reset my pc
i factory reset my pc because i got ratted and now it don't work

As your tpm module does not support being updated to version 2.0
You'll have to contact riot to get them to drop the restriction on your account / system
