For example when u get ace or smth theres a rando voice that says "ACEE~"
If you're talking about in game voice lines you cannot modify those.
The other ones you could be talking about is people using a soundboard. To play prerecorded responses. You can use any soundboard software and bind it to a specific key
Modifying any game files such as audio is against Riot TOS

I think they meant like something you play from your mic in game chat not actually modifying the game
