Open task manager
Then details
Close evry valorant,riot client and vanguard related apps/services
Open control panel
Uninstall programs
Uninstall riot vanguard
Open cmd as admin and type these commands:-
1) sc delete vgc
2)sc delete vgk
Navigate to ur C drive then program files and find vanguard folder and delete it.
Then open riot client and click update
Restart ur pc after the update.

Look for vgc
Right click on vgc
Properties
Set startup type to automatic
Apply
Then start the vgc service
If it shows an error, show the error here.

Anyways
The meaning of val 5 was changed months ago. It does not mean that someone else is logging into their account or anything related to that.
Download revo uninstaller and completely wipe vanguard to the registry level from ur pc
Then install it again

If we talking packet loss and high ping in all servers 100% of the time then no. Thats something only ur ISP and riot devs can help with.
It's not that , it'll be good for a while then randomly jump and be bad for 5-10 mins then calm down for a couple minutes then start back up again
