Step 1: Press Win + R to open Run, type services.msc and click OK. Step 2: Locate VGC, double-click it and change its Startup type to Automatic and restart pc.
Tell him to try this first

If he goes to 'uninstall or remove a program' in control panel can he see Riot Vanguard there?
