How to use Squirrel Releasify with rider

I've been trying to figure this out for quite a while now. I can never get Squirrel.exe to be recognized I was told it came with the package but I don't know how to access it. I thought maybe dotnet tool install --global Squirrel.Windows Would work, but I get the following error:

Tool 'squirrel.windows' failed to update due to the following:
The settings file in the tool's NuGet package is invalid: Settings file 'DotnetToolSettings.xml' was not found in the package.
Tool 'squirrel.windows' failed to install. Contact the tool author for assistance.
