idk what my issue was but I wiped my pc and it helped
was probably something I had on my pc that Vanguard didn't like

If you don't find anyway to fix this then reinstall the window in ur system
i just reseted the pc now its fixed but i wish there was an easier way to do it

reset your pc thats definitely gonna fix it ive resetted my pc yesterday and its working completely fine now

in last 3 days i reinstalled the vanguard about 20 times one day there is no problem but the day after its the same van -79 error
