Simple and quick answer: You can't
it's all anycast routing, depends on ISP and which locations support WARP. WARP isn't meant to be a vpn you can pick locations for
1.1.1.1 dns mode can link SJCs
1.1.1.1+WARP can't link to the SJC.
Very strange in China
WARP isn't in all locations, 1.1.1.1 (purely the dns service)
fast connection (300 mbit/s) or closest datacenter (<50 mbit/s) (* on 500 mbit/s modem estimated) choose one of them
