I think order of magnitude is for finding the rough estimate, by considering only power of 10 if it goes above 5, then it is closer to the next power of 10 than the previous one during estimation. eg 4.9*10^4 is roughly 10^4 but 5.1 x 10^4 is roughly 10^5 as its closer to 10^5 than 10^4.
