these lines animation are now quite trendy, I don't think they do it manually

at a guess, the lines are SVGs and they're animating the stroke. That's about all I know about that though
yea, it would be doable with a lot lot lot of css. but svg is the way to go here

There is a no-code app for doing it I forgot its name, I can remember only the first letter "R"
