you can level up by talking in general, there are also some commands like /pray and /daily that give xp and keycaps
occasionally there are events like tumblebounce in general so be on the lookout for those
best way to level up is to just get a lot of keystrokes and complete achievements though
The xp multiplier bar in general chat goes up when there's a lot of activity there, usually multiple people talking for a long period of time
