The computer freezed (even the system clock), and inresponsive except alt+tab and print screen

I changed a resource monitor app's appearance on the task bar (red arrow), and the whole computer froze. It doesn't receive any imput, the lower left menu doesn't show up, the peek at desktop isn't responsive, I can't click on the icons on the desktop or task bar. I can alt+tab to choose from a single empty window (it is empty, gray, not the desktop thumbnail or similar). If I press print screen on my keyboard, after a while the screenshotting tool shows up, but everything else is still inresponsive. I sometimes hear higher pitched sound effects, I guess it supposed to be the print screen button's noise. The whole thing is still a thing after multiple restarts. I attached some pictures. How can I fix it? Edit: It looks like the upper left corner hot spot feature (I'm not sure in it's name, I can make additional desktops or what with it) seems to be responsive, but severely slowed down, it takes several seconds to process the clicks. It seems I can use the search there to open programs, but the desktop and the tool bar are still frozen.
