laggy console servers

recently, whenever i play a game of valorant, i get 30 ping for five seconds and then my ping skyrockets to 150-500 and even to 1000+. i also have packet loss up to 500-700 during games. my ping is never so high on other games. is this a server issue or just a internet issue?
