If I am searching for J3 and J2 uses J3 as a major partner and I would be working on a team that is somewhat disconnected from the J2 relationship of "Customer Accounts" and serve as a more internal to the company role, is there that much risk of being discovered working 2+ jobs?

I'm not really understand the second half of your scenario
Generally the only risks are when active directories merge for certain subgroups but the only time we've positively seen that was when say Pwc consulting team is doing audit work for apple
So [email protected] will have an account [email protected] as a vendor
But those risks are only compounded when
1) you have a very unique name
2) you're working on an initiative when this is necessitated
Workday as j1 and using AWS while having AWS as j2 is usually not a fail scenario as another example
If your second half of your sentence is "I'm working on a team that isn't really connected to any working relationship at j3), then sure that fits within the bucket of safety that id consider OK for OE

Let me reiterate: It is a Major Partnership and J2 uses them as a product end user, which I directly interface with their customer success team on J2.
J3 is the product, but for internal services at the product being used company.
