Does this mean data loss from the persistent volume? The scheduled window would mean I would have to migrate to a different pod. Is this kind of maintenance window normal?

Yes sometimes pod has maintanances to upgrade like those things it's normal
Yes either to another pod, cloud storage, your local drive is fine just backup your things
