why do i get less rr compared to others?
I am always getting lesser rr even than people higher rank and lower combat score than me.

You get RR based on how far ur rank is from the range Riot wants for people at ur skill level. If you did well that match you'll get a performance bonus.
Besides the performance bonus stuff, it isn't related to ur combat score.
so valorant thinks i deserve a higher rank but will keep me stuck in this rank by giving me low rr? nicee

It's all individualized.
but why would mmr (hidden rating) affect my rr? isnt it the whole point that it doesnt? it should only affect match making. if valorant thinks i deserve higher rank then why is it keeping me at low rank by giving me less rr??
Ur RR is just another skill rating. But it has rules that prevent it from moving very fast. It lags behind, can only go up on a win or tie and down on a loss.
You get more or less sometimes because it lagged too far behind that faster hidden skill rating.
If it moves as fast and whenever ur hidden skill rating changed you'd be like wtf. So they show you a more stable visible rank rating and have features to help it catch up.
