Because they use residential IP’s rather than datacenter IP’s which don’t get flagged
You can use plugins like AltFinder and see a record of the IPs that each user uses, this way you can see if they use a VPN or not.

The IP changes, what does not change is the region and country, for example if you live in the USA you will not have an IP from Brazil, Singapore or Russia.

I had an sqlite database that would be updated every 12 hours but it's not rly being used atm and even if it was, residential proxies are way harder to detect. KauriVPN (as stated in the reply) apparently works well. And it at least categorized GCP unlike proxycheck but is limited on the free tier

You can't reliably prevent people from using VPNs
If you just ban username they just switch accounts, you usually do both so its harder for them
And the player might have to use a vpn if they live in china
