The level of exclusivity of battle pass skins can vary based on player engagement and the growing player base. Early battle pass skins might be perceived as less exclusive simply due to the smaller user base at the game's launch, which means more people who were active at the time had access to them. As the game grows and more players join, later battle passes like the third one ("Ruin") might see fewer skins in circulation per player due to an increased overall player base, making them feel more exclusive or rarer. Additionally, Riot Games might adjust the availability and design of skins over time to maintain player interest and balance perceived value.

I don't know if it's less exclusive, like Kingdom is definitely "rarer" in terms of people using it, but a lot of people think the Ruin battlepass collection was one of the best skin collections to come out of the battlepasses (like the Knife is cold). I have Kingdom (BP1) on one of my accounts, but it's a pretty mid skin imo so I never use it, but I regretted not buying Ruin (BP3) because of how good the skins looked.
