Chemistry doubt

In NCl3 , oxidation state of N is+3 , but in NCERT , (by pauling scale, the electronegativity of both N and Cl is 3) Which factor is favouring that Cl is more electronegative than N ?

while chlorine is larger in size, its greater number of protons leads to a stronger pull on electrons, making it more electronegative than nitrogen.
