u see they are both going in the same direction. if u have problem visualising that just make the system flat u will see both of them go right. now since they are going in same direction it does not matter which way we take +ve or -ve so to make calculations easier we just take it as +ve also there is no rule that downward acc is -ve. it can be +ve if u assume it to be. if u assume down to be +ve then up will be -ve thats it
