OpenVPN
Any advice on how to get an openvpn client working via networkmanager? I know they are different, but openconnect worked straightaway. I know my ovpn file is good - that works on a Fedora box that I have running.

ugh - looks like PIA has issues with openssl 3.3.1, and that is where the issue lies. I was able to grab their script to manually build connections on demand from their GH page, so this can be closed - thanks for coming along for the ride with me.

This package might be what you are looking for.
VPN support
NetworkManager supports VPN connections for all popular VPN connections via plugins.
A VPN plugin consists of the editor dialog and a D-Bus service that manages the actual VPN connection.

I did install networkmanager-openvpn, and I can import the .ovpn file, but when I try to connect, I get an immediate error "Activation of network connection failed" journalctl | grep openvpn shows "nm-openvpn not found"
Try installing it?
Is the openvpn client installed to the host or a container?
the host.
I'm probably not starting the correct service, but I don't know which one it is.
That's what the Arch Wiki says
I'm trying to run it manuall using openvpn --config <filename.ovpn>, and that is failing on a TLS handshake. I'll dig a little deeper later - I gotta take a break from all this.
so it could be a server issue as well
or the tunnel device isn't working right
I think the server side is fine - same ovpn file works on a Fedora laptop. If I use networkmanager-openconnect, that is able to create the TUN device.
I remember having issues like this on eOS
forgot how I did fix them
