Valorant freezing on mouse movement and locked on 30 fps

So this happens randomly at times when I open up valorant and I've had this issue for some months now and haven't been able to figure it out. Sometimes when I open valorant it just lags extremely and when I look at the fps from a third-party software, it says that valorant is locked at 10 fps. Additionally when I move the mouse in the game it lags even more. This only happens in the menu and the whole process is just extremely slow. It's also locked at 30fps which is weird since I don't have any in-game settings that locks it at that amount. I have set the max background fps in nvidia control settings to 30 fps but that wouldn't explain why valorant worked like normal sometimes. here are some of my specs:
Win 10 pro rtx 3060 (latest drivers) intel i7 10700k

Maybe when you're running valorant, open ur task manager and look at whats taking up your cpu the most outside of valorant :Check: Or if your C:disk is full on your pc :Check: Im using my own knowledge so i might be wrong but im trying to help :Check:

its no hardware issue I'm sure :Check: if I'm guessing its either some overlay or just some weird messup on their part since valorant works just fine sometime when I start it, and sometimes it gets like this :Check:
