how do i skip login screen when receiving wake on lan packet for use with sunshine

You could try System Settings >> Login Screen (SDDM) >> Behavior >> Tick Automatically log in and apply the change. you might get an error but the autologin should work
Not 100% sure if that will make a difference when using wake up on lan though
i still want a password, otherwise its just unsafe, i only want it to auto login when woken on lan
I cannot imagine how that would ever work. You're basically telling the OS that the password is meaningless, no security exists if you can just ping a packet to it. I very very much doubt you will ever find a way.

That's basically not possible
Even if you succeeded it just means you have a gaping security hole
