How to troubleshoot deploy error: `Script startup exceeded CPU time limit`

I'm trying to deploy a Page app and getting:

13:15:23.626    ✨ Upload complete!
13:15:27.672    Success: Assets published!
13:15:33.566    Error: Failed to publish your Function. Got error: Error: Script startup exceeded CPU time limit.

I have gotten this deploy error on 4/29/2024, 5/9/2024, 5/22/2024, 6/5/2024. Pushing a new trivial commit got the deploy to go through (Redeploy from admin site did not seem to help). However, not so today. How can I troubleshoot this issue?

I just did another deploy with a fresh commit and now it seems to have gone through. I'm seeing this again twice. I will wait and see if I can get it to deploy with a new trivial commit later. Would appreciate any guidance on how to troubleshoot this further.
