regarding rank ups
quick question: if you rank up and don't play a game in the new rank does the game count you as if you're in the new or the old rank?
ex. If you win your promo from silver 3 and reach gold, will the game consider you gold or will it consider you a silver until you win a game in that rank?

On stuff like Valorant Tracker it won't count until the next game that you play

Once you rank up, you are immediately considered to be in that new rank, even if you haven't played a game in it yet. So in your example, if you win your promo from Silver 3 and reach Gold, the game will consider you to be in Gold right away. There's no need to win an additional game to solidify your rank change.

I also noticed it on riot mobile but i wasn't sure if it's because it reads your rank similarly to tracker or if it id because the game worked this way

The game knows what current rank you are at. But services like Valorant Tracker, do not. The only way for them to know If you have been promoted is to play the game at your new rank so then you have the previous game where you were a rank lower and the new game you played where you're a rank higher and it knows you've been promoted
