in a folder called meow or smth
and run
dxsetup

Did you try install some optimisation tool or something
directx plugin, i was run that install setup plugins from your link

You needed of done something to ur pc for it to error

Just run the DXSETUP.exe
if it still errors
it means you probably disabled some crucial services for it to run
or ran some tol that does that
