I made the bootable media with
dd if=Fedora-Silverblue-ostree-x86_64-40-1.14.iso of=/dev/sdc bs=4M status=progressdid you eject the usb drive before removing it from your pc?
not that it should matter with dd
no, I waited for the command to complete and removed it
