try:
rpm-ostree cleanup -p -b -r -m
and then rpm-ostree updatethank you!
now when I try to install goverlay, i got that error.
never mind, I managed to install it with dnf install, the error above occured when I tried to install goverlay with rpm-ostree install
dnf install = rpm-ostree install
same command on our image
