I cleared tsm and turned this on before

Restore factory keys
Save and exit
Ooh system mode is user now
Says it's on now gonna check if val works

The restoring factory keys can be simply not there
But named a different option instead
Or u might need to change the secure boot mode first
It worked for me becouse System mode changed I think
